• an acre in the country, build a home, hook up to one of several domestic water <br /> companies and install a septic tenk, then towns are in a bind. That quandary <br /> is: will new residents live in a town, or will they buy and build in the <br /> country, therefore not necesaitnting the expnnsion of municipal services but <br /> placing a greater burden on county-wide services. Lack of zoning creates a <br /> people-municipal services mismatch; i.e., services are not where the people <br /> are. <br />The existing services, by town, are individually addressed; a summary of <br />services constitutes Table II-8. <br />1. Housing <br />The supply of housing in Delta County increased by 2,356 unite from 1970 <br />to 1980 (Table II-9) while Gunnison County's housing stock increased by <br />1,500 unite during the decade. Much of the increase in Delta County <br />(approximately two-thirds) occurred in mobile homes (CWI, January, 1980, <br />• p. 15). Single family housing dominates the supply, with only limited <br />multi-family units and/or apartments in existence or being constructed <br />(CWI, January, 1980, p. 13). <br />An assessment of the quality of the housing stock was undertaken by the <br />Region 10 office. in Paonia, 468 of the housing stock was rated as <br />"good," or an indication that the houses meet FHA and VA specifications. <br />Forty-nine percent was categorized as "deteriorating," indicating that the <br />houses are slightly below minimum building codes. In Hotchkiss, 634 of <br />the houses are listed as good, and 434 as deteriorating ("Estimated <br />Housing Stock," Paonia, April, 1980; Hotchkiss, November 1980, Region <br />10). in the County, particularly in the Delta City area, there has been <br />an increase in subdivision and building activity. For example, Delta's <br />increase in units is approximately 426, with an additional 700 units in <br />the conceptual etnge (CWI, January, 1980, Exhibit A-4). The Paonia area <br />also experienced a housing construction spurt, with 500 additional units <br />in the planning stage (200 units are ARCO's Mott Ranch property that will <br />• be built only if the Mt. Gunnison mine population cannot be horsed in <br />existing shelter). <br />18 <br />
