John and I discussed Western Slope Carbon's <br />progress in acquiring a per~ait. Some of the work has already been cover- <br />ed in the USGS and the h1LRB permits, ho~rever, we are in violation of <br />sediment control regulations so that when an OS!t inspection is made we <br />will probably receive a citation. <br />It is important to demonstrate that we are making a diligent effort <br />to comply with these regulations. I want an OSt1 Compliance file Set up <br />• at the mine in the engineering department to contain the following steps <br />toward compliance. <br />a) MLRB/OStt permit application (~rhite cover) and applicable color <br />highlighted maps sent to you in November of 1978. <br />b) Statement from you concerning the diversion ditch at the East <br />Hine and the sedii~~ent pond for the powder magazine. <br />c) Diversion at (Jest (line. <br />d) Move Norris House. <br />e) Trackage and collection ditch at site. <br />f) Design of sediment ponds by reliable firm (copy enclosed). <br />g) Some progress in ]fining up contractors to begin work at the <br />end of 1.larch. This should be done by Davc Hettinger and Dave <br />Roberts to ensure that this job is done right and does not <br />conflict with the load out. <br />Nlien we begin construction at the end of March (sooner if possible), <br />Crystal Meadows and the East Hine sedic~ent control are of primary importance. <br />Crystal Meadows should be taken care of following the approved MLRB plan <br />• before the high water season. If this is not accomplished, we can probahly <br />count on an MLttD and OSt4 closure order probably covering the whole mine. <br />
