Seneca Coal Company
MSHA I.D. OS-00304
Highwall Mining Addendum
March 15, 2004
miner to another location, or to rehabilitate the highwall so that highwall mining
can continue.
2. Only individuals necessary to correct unsafe conditions will work near or under
suspect highwalls or spoil banks.
3. Equipment operators shall not leave the controls of such equipment while the
machinery is in operation.
4. In the event that work is required out from under the protective canopy of the
highwall mining system or any other protective cover, at least one person shall be
assigned to observe the highwall for possible movement.
5. Persons shall be kept clear of the push-beam train while it is in motion, and shall
cross only where adequate crossing facilities are provided. Persons shall be kept
clear ofpush-beams being loaded into position on the transfer mechanism.
6. Care will betaken to avoid interconnecting cuts or narrowing of the web. An
additional foot of web thickness has been included in the design above the required
safety factor criteria to compensate for any tendency of the system to drift laterally.
The rigid push-beams of the SHM prevent much lateral drift that maybe
experienced on other highwall miners. In the event an adjacent entry is breached,
mining will be discontinued, and the miner will be moved to the next projected
opening. The modeling specifically addressed the situation where an entire web
` was removed (a much worse case than having openings intersected), and
demostrated that panel stability was not compromised. Therefore, there should be
no requirements to skip an opening; if the next opening is aligned properly, a web
of twice the design width will result at the back of the hole.
7. No person shall be permitted to enter a highwall miner opening except with the
approval of the Coal Mine Health and Safety District Manager or Assistant District
Manager.
8. No materials or equipment shall be stored in highwall miner openings.
9. The miner launch vehicle is equipped with a protective canopy. Maintenance
and repairs to the highwall mining equipment may be made under this protective
structure if a careful examination of the highwall will be made, and at least one
person shall be assigned to observe the highwall for possible movement Major
repairs to the highwall mining equipment maybe completed during or after
daylight hours provided that the machine is backed 50 ft. from the highwall.
Z0. Mined entries shall be blocked with suitable fill material as they are abandoned.
The maximum amount of openings that will be left open from the currer:t active
opening will be limited to ten openings so that visual inspection of their
performance can be attained.
