Depf. of Natural Resource: <br /> Mr. Dan Matthews <br /> Reclamation Specialist <br /> COLORADO MINED LAND RECLAMATION DIVISION <br /> 423 Centennial Building <br /> 1313 Sherman Street <br /> Denver, Co 80203 <br /> Re: Revegetation Success Standard and Topsoil Salvage Plan <br /> Dear Dan: <br /> Revegetation Success Standard <br /> • After review of: 1) the originally submitted success standard, 2) <br /> literature of revegetative efforts by others, 3) previous studies by CWI, <br /> and 4) discussions with the Division, CWI agrees to the revegetative <br /> suttees standard of 60%. The production standard would be 450 lbs. per <br /> acre. <br /> The rest of the revegetation provisions of the originally submitted <br /> permit revision remain unchanged. <br /> Topsoil Salvage Plan <br /> After review of: 1) the originally submitted topsoil salvage plan, 2) <br /> literature on reclamation efforts by others, 3) previous studies by CWI, <br /> and 4) discussions with the Division, CWI agrees to salvage 32 inches of <br /> Delson soil west of East Roatcap Creek. As discussed with you, a <br /> variance to salvage topsoil east of East Roatcap Creek or for any road <br /> construction will be approved. <br /> This topsoil salvage plan will permit CWI to redistribute an average <br /> depth of 24 inches on disturbed areas at reclamation. CWI studies have <br /> shown this is adequate to support the revegetative efforts necessary. <br /> The topsoil would be spread over the unsalvaged C horizon of the Delson <br /> soil at the bottom of the fill area and the recompacted material in the <br /> cut area. This material would be without coal or large rocks, which were <br /> separated during initial construction. <br /> SUBSIDIARY OF <br /> WESTMORELAND <br /> COAL COMPANY <br />
