Re: Revegetation Success Standard and Topsoil Salvage Plan
Dear Dan:
Revegetation Success Standard
• After review of: 1) the originally submitted success standard, 2)
literature of revegetative efforts by others, 3) previous studies by CWI,
and 4) discussions with the Division, CWI agrees to the revegetative
suttees standard of 60%. The production standard would be 450 lbs. per
acre.
The rest of the revegetation provisions of the originally submitted
permit revision remain unchanged.
Topsoil Salvage Plan
After review of: 1) the originally submitted topsoil salvage plan, 2)
literature on reclamation efforts by others, 3) previous studies by CWI,
and 4) discussions with the Division, CWI agrees to salvage 32 inches of
Delson soil west of East Roatcap Creek. As discussed with you, a
variance to salvage topsoil east of East Roatcap Creek or for any road
construction will be approved.
This topsoil salvage plan will permit CWI to redistribute an average
depth of 24 inches on disturbed areas at reclamation. CWI studies have
shown this is adequate to support the revegetative efforts necessary.
The topsoil would be spread over the unsalvaged C horizon of the Delson
soil at the bottom of the fill area and the recompacted material in the
cut area. This material would be without coal or large rocks, which were
separated during initial construction.
