A plication for a Department of the Army permit under authority of Section 404 <br />of the Clean Water Act (CWA) and for water quality certification under Section 401 of the <br />CWA to dischazge dredged and fill material in Colorado River and 10.73 acres of adjacent <br />wetlands as shown in the attached drawings. <br />,APPLICANT: Roaring Fork Resources, Incorporated " <br />14156B Highway 82 <br />Carbondale, CO 81623 <br />APPLICANT'S AGENT: Mr. David Johnson <br />Western Ecological Resource, Incorporated <br />711 Walnut Street <br />Boulder, Colorado 80302 <br />(303) 449-9009 <br />LOCATION: Colorado River about one mile east of Rifle, Garfield County, Colorado in <br />Sections 11, 12, 13 and 14, Township 6 South, Range 93 West. <br />PURPOSE: To facilitate the commercial mining of aggregate and reclamation of the mined <br />lands over a 25-year period. <br />PROJECT DESCRIPTION: The applicant is proposing to mine the aggregate resources <br />(sand and gravel) on 147.68 acres of the 308-acre project site, and potentially mine an <br />additional 78 acres. The aggregate resources would be mined in seven sepazate areas, ranging <br />in area from 12.85 acres to 61.61 acres, in five-year intervals. The aggregate production is <br />estimated at about 100,00 tons per year for the first year of operation and then 200,000 tons <br />per yeaz for the duration of the project. However, production will vary with mazket demand. <br />The Colorado River (with the exception of Area A), Dry Creek and Mamm Creek would be <br />protected by a 100-foot wide "no mining" buffer zone. Wetland 3, the south property <br />boundary, and the southside of Mining Area A would have a 50-foot wide buffer. There <br />would be a 150-foot wide buffer along the west property line. <br />
