TWENTYMILE COAL COMPANY <br />NOTICE OF BLASTING SCHEDULE <br />The Colorado Surface Coal Mining Reclamation Act of 1979 and the Rules and Regulations of the <br />Colorado Mined Land Reclamation Boazd for Coal Mining (Rule 4.08.3) require that a blasting schedule <br />be published for any blasting activity involving more than 5 pounds of explosives. In accordance with <br />these requirements, this public notice provides notification of the following planned blasting activities: <br />Location: Twentymile Coal Company's Foidel Creek Mine (TSN, R86W, Section 31, SE1/4) <br />Area: An area of approximately 0.15 acres within the Foidel Creek Mine coal handling facilities area <br />Dates and Times of Blastin¢: Blasting activities will occur during a period from November 15`h through <br />December 15` , 2006, between sunrise and sunset, unless a prepared blast is delayed due to unavoidable <br />hazazdous conditions and cannot be further delayed without creating a potential safety hazard that cannot <br />be adequately mitigated. <br />Unavoidable Hazardous Conditions are defined by Rule 4.08.4(2) as: <br />a) Destruction of damaged or deteriorated explosives or detonators in a safe manner. <br />b) Disposal of misfires and/or undetonated explosives. <br />c) Firing of chazged holes as soon as practical after cessation of static electricity or stray current <br />conditions when electric detonators are used. <br />d) Firing of charged holes when weather conditions indicate the existence of an imminent safety <br />hazazd. <br />e) Operator safety or safety considerations for the general public. <br />Access Control for Blast Areas: Signs reading; "Warning! Explosives in Use" with information on <br />mazking of blast areas and blasting signals will be placed at all entrances to the Mine Permit Area prior to <br />any blasting activity. Signs reading; "Blasting Area -Keep Out" will be posted at all potential access <br />points to the blasting area. Access to blast area will be blocked by blast crew 5 minutes prior to blast. <br />Audible Blast Warnine Si¢nals: Five minutes prior to the blast three (3) short blasts on a whistle or <br />siren, audible up to one-half mile away will be sounded. Two minutes prior to the blast two (2) short <br />blasts on the whistle or siren will be sounded. One minute prior to the blast one (1) short blast on the <br />whistle or siren will be sounded. Following the blast, the responsible person will check and clear the blast <br />area for any potential misfires orblast-related hazazds, and if the azea is safe, will sound one (1) long blast <br />on the whistle or siren to signal "all-clear". <br />
