The applicant projects that <br />"disruption of flow" might occur, which would necessitate repair. <br />The applicant should elaborate upon the potential environmental <br />consequences of a "disruption of flow". What sort of detection <br />time is involved for remote pressure sensing from Cas-:r, Wyoming? <br />How much leakage could occur prior to control and repair? What <br />sort of clean up and repair activities would be conducted? Who <br />would be responsible for these efforts? <br />RESPONSE: Page 2.05.6(6)-13 has been revised to address this <br />issue. <br />2. County Road 107 would be undermined by the proposed mine plan. The <br />application states, on page 2.05.6(6)-13, that County Road 107 <br />might be affected by general lowering of the ground surface with <br />grade changes and surface cracking. However, on page 2.05.6(6)-22, <br />• the applicant observes that surface lowering and cracking have been <br />observed above existing longwall panels No. LW-1 & LW-2 in the No. <br />5 mine. Surface lowering has reached a maximum vertical magnitude <br />of 4.8 feet, while surface cracks have reached widths of one foot <br />with vertical offsets of up to one foot. The application observes <br />that this road right-of-way has been abandoned by the County. What <br />sort of control is exerted by the operator? Is the public <br />conceivably exposed to a hazard? What notice is afforded the <br />public user? <br />RESPONSE: Control of access to abandondcd County Road 107 is <br />achieved by posting and/or locked gates at all entrances to the <br />mine site. Security guards also patrol the mine site on a <br />designated schedule. No full extraction mining under abandoned <br />County Road 107 is proposed within the five (5) year permit period <br />which this application addresses. <br /> <br />39-24 <br />
