the Division the circumstances encountered. The conditions will then be evaluated and <br />• appropriate mitigation measures implemented. As an example, if necessary, a shallow <br />interceptor trench would be installed along the north and west perimeter of the mine site <br />to collect any free-phase or light non-aqueous phase hydrocazbons. <br />The weekly Field inspection shall further note any change in the condition of any <br />stockpiled soils, solid waste or ACM, and any other pertinent observations. <br />Depending on field conditions and on the length of time mining will continue in a <br />specific area, the frequency of these inspections may be reduced following the Divisions <br />approval. <br />On-site personnel (mining operators) will also be instructed to identify signs of <br />environmental contamination and potential waste streams on a more continuous basis <br />(see Section 3.5 for specific training requirements for on-site personnel}. Ifthe operator <br />suspects the existence of waste or environmental contamination, he/she will immediately <br />inform the site supervisor. The supervisor or operator will contact MEI at the following <br />number: <br />MESA ENVIRONMENTAL INC. (970)-858-9115. <br />• <br />This telephone number will be clearly posted in the site office of the sand/gravel plant <br />supervisor. A copy of this WMCP will also be retained at the mining site at ail times <br />during mining operations. It is the responsibility of MEI as agent of FMM to insure that <br />this information is correct and updated as required. Once informed of the discovery of <br />suspected waste or environmental contamination, MEI will provide qualified personnel to <br />investigate the site, characterize the waste, and determine appropriate disposition of the <br />waste, or take other appropriate response actions. <br />The Division will also conduct routine inspections at the facility for the purposes of <br />determining compliance with this WMCP and other applicable environmental <br />regulations. <br />3.2 Fluid Level Monitoring. <br />Groundwater monitoring wells will be used to evaluate water quality in the gavel mining <br />area. Prior to the start of pumping, baseline fluid level measurements will be gauged in <br />the following wells. Once dewatering for mining commences, fluid levels will be <br />measured in wells MW-1, MW-2, MW-3, MW-4 (new well Yo be installed southwest of <br />MW-2), WP-3, GWC-1, (HI.A)MW-3E, and (I3LA) MW-9W (figure 2) on a daily basis <br />for the first two weeks, then weekly for the next 6 weeks, and then monthly (following <br />approval by the Division} as tong as dewatering is to continue in the same general area <br />for an extended period of time. <br />If pumping conditions change significantly, or if pumping is moved to a different area <br />(e.g. Subarea 2), then the Division wilt be notified and the monitoring program adjusted <br />• <br />
