2. SURROUNDING LAND USE <br />Surrounding land uses are considered to be "low" and "high" intensity. The dominant land use in <br />the area surrounding the subject property is industrial in nature consisting of an abandoned petro- <br />leum refinery. Recently, storage tanks and other facilities on the site are being leased and are being <br />used. Low intensity land uses consist of land owned by the Colorado Division of Parks and Outdoor <br />Recreation located adjacent to the southerly permit boundary. <br />3. MINING PLAN <br />On a permit area of 73.46 acres, overburden will be stripped and stockpiled to allow gravel excava- <br />tion over an area of approximately 55 acres. The overburden is approximately 3-6 feet thick and the <br />gravel deposit to be mined is 30-35 feet thick, The operation will include mining below the water <br />table, gravel screening, crashing, washing, and asphalt production. Map C-2 depicts the proposed <br />permit boundary, mining areas, site features, and the location of other items ancillary to the opera- <br />tion, <br />Prior to mining, a sediment pond of approximately I.0 acres in size will be utilized on the north <br />central part of the permit area, as shown on Map C-2, A depression currently exists in this area and <br />approximately 3.0 acres will be stripped of topsoil to a depth of 2.0 feet for later use along the lake <br />sideslopes to encourage vegetation. This topsoil (9680 cy) will be stored in a stockpile as shown on <br />Map C-2. The sideslopes of the pile will be 2H:1V and it will be seeded immediately after it is cre- <br />ated with a dryland seed mix meant for the low rainfall that this site receives. The sediment pond <br />will have a gated steel discharge structure that can be easily shut to keep the water in the pond in <br />case any contaminated water from the refinery is found. <br />Initially, overburden will be stripped in an area of 8.0 acres shown on Map C-2 as Phase 1. This <br />overburden is expected to average 4.5 feet depth, therefore, the amount extracted is 58,080 cubic <br />yards. The material will be spread over the staging area, which is also approximately 8.0 acres in <br />Gilsonite Pit 10/02 6 <br />
