APPENDIX C. <br />Summary of Environmental Training Information <br />to be given to Site Workers. <br />Training meetings to familiarize mining workers with the contents of this Waste <br />Management Contingency Plan, and the responsibilities for implementing the Plan will <br />be held; <br />a. Prior to the commencement of work of each new worker at the Facility; and <br />b. annual refresher courses thereafter. <br />Training meetings will be supervised by Mesa Environmental Inc. (MEI), or a similar <br />qualified organization, and will involve the following main topics. In general, topics will <br />cover the recognition of environmental contamination and the appropriate response <br />actions for workers employed in the gravel mining operation. <br />1. Instruction in Environmental Waste Streams which may be encountered on Site. <br />Workers will be informed of known or potential waste streams that may be <br />encountered during mining operations. This will include imparting knowledge of past <br />investigations and the possible geographical location of wastes. Training will also <br />• include methods used to recognize contaminated media, solid waste, asbestos <br />containing building materials (ACBl~ or pipe insulation, hazardous wastes and other <br />waste materials which may be encountered during the gravel mining operation. <br />2. Identification of Waste Streams which may exist at the Site. <br />Training will include practices used in the identification of known or potential <br />contaminants (see Table I of the main text). Operators will be instructed in <br />identifying signs of contamination, including stained soil, soils with hydrocarbon or <br />other unusual odors, water with free product, oily sheen or unusual discoloration, <br />evidence of historic landfill activities (disturbed soil or visible solid waste) etc. <br />Workers will also be familiarized with the geography of the gravel mining area and <br />known potential areas of waste (e.g. northern portion of Subarea 3). <br />3. Standard Reporting Procedures and Chain of Reporting. <br />Workers will be informed of their responsibilities concerning reporting any <br />suspicious environmental concerns, including the roles of on site plant supervisors, <br />the names, positions of authority and methods of contact of MEI personnel, and any <br />other reporting requirements. Workers will be informed of the responsibilities of <br />other parties at the site including the responsibility of MEI to report on a periodic <br />• basis to the Division. <br /> <br />
