APPENDIX A. <br />Management and Disposal Plan for Contaminated Soils in the <br />Nortberu Portion of Subarea 3. <br />1.0 Management of Contaminated Soils. <br />Initially, the area of gravel mining is expected to be limited to the area south of <br />the east-west road that traverses Subarea 3 (see Figure 2). Although certain <br />contaminated soils have been discovered to the south of this road, in the northern <br />portion of Subarea 3, it is unlikely that this area will be mined for several years. <br />However, in the event that it becomes necessary to remove contaminated <br />overburden in this area to enable mining of the underlying gravel, the <br />contaminated material will be moved and stockpiled north of the road. Any <br />stockpile will have the following features: <br />1.1 Water Control & Management. A system of berms suttounding the <br />stockpile will be constructed to contain run-on/tun-off from a 25-year, 24 <br />hour storm event of approximately 2. ] inches of precipitation. Berms will <br />be at least two feet above grade and constructed of clean soil material <br />• from the Refinery site. <br />1.2 Dust and Odor wntrol. Dust control will be achieved mostly by the <br />oil mixture in the soils. If necessary, this will be augmented by spraying <br />the stockpile with water, or covering the stockpile with impervious plastic <br />sheeting. This will also be the primary method of odor containment. <br />2.0 Disposal of Stockpiled Contaminated Soils. <br />Within a maximum of four years of the commencement of stockpiling, provided <br />the soils exhibit suitable chemical characteristics, the material will be treated in <br />one of the following ways: <br />2.1 Used in conjunction with a hot mix plant or similar operation; or <br />2.2 treated in the solid waste Corrective Action Management Unit (CAMU) to <br />be constructed west ofthe area of contaminated soils in Waste Pile #4; or <br />2.3 land farmed in another part of the facility, the location of which will be <br />agreed jointly by FMM and the Division; or <br />2.4 treated off-site in a local landfill or other suitable facility. <br />
