Robert Daugherty Application for a Mined Land Reclamation Permit
Cedar Point Picture Rock Quarry
6.3.4 EXHIBIT D -Reclamation Plan
Reclamation activities:
The majority of the area is rock outcrop with very little topsoil present. If any topsoil
is removed, it will be replaced immediately following rock extraction. The depth and
location of replaced topsoil will be consistent with the depth and location from which
it originated. The topsoil will be placed in the same areas from which the topsoil
originated. There are existing natural rock cliffs and drop-offs of 15-20 feet in height.
Reclaimed slopes with topsoil will be no greater than 3:1.
The disturbed areas that originally had topsoil present will be reclaimed by replacing
an equal amount of topsoil with an approved weed-free seed mixture. Weed-free
straw-hay will be used as a cover to protect and stabilize the re-vegetation process.
Immediately following rock extraction, all oversized and reject material will be
buried in the extracted area, and the soil will be replaced and re-contoured to blend in
with the natural topography. The reclaimed areas will be seeded no later than the first
fall season following surface disturbance. The disturbed ground cover will be
scarified and re-contoured for seed-bed preparation, using an excavator bucket. A
BLM-approved and certified weed-free pure live seed mix will be used for
reclamation (see Table 1 on page 18) The seed will be broadcast by hand and covered
about 1/2 inch deep, using a drag bar.
The area will be considered successfully reclaimed when it has been re-contoured to
blend in with the natural topography, and erosion related to the disturbance has been
stabilized and an acceptable vegetative cover is established.
The access road will be reclaimed when all mining has been completed. No
structures or roads will remain after reclamation activities are complete. All
remaining rock will be used for wildlife habitat or rangeland use.
Reclamation costs:
Reclamation cost estimates include the cost for backfilling, seed and seeding,
mulching, topsoil application, and labor. Cost estimates are based on the assumption
that no more than the 1.5-acre active quarry site would require the redistribution of
topsoil and reclamation, including the access road. Since a significant portion of the
1.5-acre site is rock outcrop, the assumption is that no more than .75 acres would
require topsoil distribution at any one time. Including the access road, the
reclamation costs fora 1.5 acre area for disturbance is estimated to be $3500. A
front-end loader will be used to fill and re-contour any disturbed areas.
Daub & Associates, Inc. 5
