Robert Daugherty Application for a Mined Land Reclamation Permit <br />Cedar Point Picture Rock Quarry <br />6.3.3 EXHIBIT C -Mining Plan <br />Quarry operations will commence on August 1, 2004 and continue until August 1, <br />2009. Operations will start on the west end of the 9.3-acre property, within the initial <br />1.5-acre permitted area. <br />The rock will be drilled and split into blocks approximately 4x4x8 feet. This material <br />will be transported to a shop in Grand Junction, Colorado, where the rock will be <br />sawed into countertops, fireplace mantels, wall panels, and other objects. Smaller <br />pieces will be used as tumbled rock or as decorative stone. <br />The majority of the proposed rock-quarry operation covers an area primarily <br />consisting of rock outcroppings. Any topsoil 6" or greater in depth in the area of <br />operations will be stockpiled and placard for future reclamation requirements. All <br />stockpiled top soil will be placed in an area away from quarry operations and will be <br />surrounded by asilt-fence. The thickness of the overburden ranges from zero to eight <br />inches. This rock outcrop is at or very close to the surface, and is approximately eight <br />feet thick. <br />The access road that presently exists is a two-track road that is approximately 1,800 ft <br />long and 10 feet wide. This road serviced an abandoned oil and gas well location. It <br />will be marginally improved to allow a 40-fr semi trailer to access the operation. A <br />few low and high spots in the road will be leveled out, and a few tree branches will be <br />trimmed. Other existing county and state roads will also be used to access the mining <br />site. The semi trailer used to access the site will be staged for easy loading access. If <br />muddy conditions exist, leading to rutting deeper than three inches, operations will be <br />suspended. There will be no on-site shop, office, plant, buildings, or processing <br />facility. <br />The initial rock outcrop mining operation will remove the rock at the surface to a <br />depth of no greater than eight feet and 1.5 acres in size. Any topsoil encountered will <br />be stockpiled; the pile will be less than 10 feet in height and less than 20' by 30' in <br />length. <br />No water will be used during the quarrying operations. No ground or surface water <br />will be intercepted. No existing water rights will be compromised as a result of the <br />quarrying activities. The depth to groundwater is greater than 2,000 feet, and there is <br />no surface water at this location. Weed-free straw bales will be placed in the <br />appropriate locations for storm-water runoff control from the rock-quarry operations, <br />to prevent any off-site water damage. Weed-free straw will be spread over the <br />reclaimed area containing the original topsoil and the BLM-approved seed mix. <br />All trash will be collected and put in covered containers and periodically disposed of <br />at an approved county landfill. <br />Daub & Associates, Inc. 3 <br />
