Long <br />Divivon DneUOr <br />Dear Mr. Nielsen: <br />The following issues remain [o be addressed for the Yankee Gulch Project reclamation permit application to <br />meet the minimum requirements of [he Colorado Mined Land Reclamation Act for permit issuance. The wildlife mitigation plan requires tree plantings. in order to estimate costs to implement this <br />requirement please quantify the number of trees to be planted at the point of maximum surface disturbance <br />during the life of the project. Also, break out an estimate of the maximum number of ponderosa pine <br />samplings that may need to be planted. Since the plan requires ponderosa saplings grown from local parent <br />stock, the cost for planting these trees will be substantially higher than for the pinyon [ubelings. An on site <br />nursery or a special arrangement with an off-site nursery may be required. The Division of Minerals and <br />Geology (DMGj estimates that the cost for ponderosa saplings may be as high as $10.00 per tree. <br />2. The wildlife mitigation plan requires off-site habitat improvement. As long as the required off-site <br />measures keep pace with the permitted solution mining disturbance, there would be no reclamation bonding <br />implications. However, if the off-site mitigation were to lag the mining disturbance at any point, sufficient <br />bond must be in-place to implement the habitat improvements on the lagging acreage. Please provide a <br />commitment to complete all required wildlife habitat improvement projects a[ a 2.5:1 acreage ratio prior to <br />mining related surface disturbance or specify an acreage amount, at the same ratio, that would requiie <br />bonding for wildlife improvements. <br />3. Page 2 of Table 1 is missing from the final Soil Conservation, Erosion, and Sediment Control, <br />Reclamation, and Revegetation Plan submitted to the DMG on April 20, 1999. Please provide five copies of <br />this missing page. <br />4. In the inrormation ou the prefu~ed P~ceance Slte storm water re;enter, pond provided to the DMG, <br />it is stated that the pond embankment will be constructed in accordance with General Specification GC-01 - <br />Site Work.
