The assessment of hydrologic impacts (surface and ground water) <br />should include a brief discussion of the location of the tailings <br />disposal area relative to the Yak Tunnel and California Gulch <br />Drainage and the amount or direction of water flow in the event <br />water leaves the tailings disposal area. An alternative would be <br />to provide a stability analysis of the tailings embankment and <br />embankment design showing amount of freeboard provided. <br />f. Ground water impacts projected to occur at the Leadville Custom <br />Mill were not discussed. Please provide any information on <br />existing ground water quality, expected quality of the tailings <br />leachate prior to treatment, permeability of the tailings disposal <br />area, or other information which would substantiate the conclusion <br />that no impact is expected to occur. <br />0 13. Lake County included several contingencies in the issuance of a <br />conditional use permit to Leadville Mining and Milling Corporation in <br />1986. In particular, they recommended the following practices: <br />a. Moni on g 1~1 dpyn„gradient to protect Wibbermeyer's water supply. <br />b. Water samples to be taken monthly, once before operation and once <br />per month during operations, y.,~ ~,,,,e <br />The Division agrees with these recommendations. Please address. <br />14. The applicant has proposed to reclaim the Hopemore Shaft Area by <br />4k constructing a permanent bulkhead with a vent in the Hopemore Shaft and <br />second exit shaft. The concrete plug will then be covered with at <br />least 20" of fill then revegetated with a recommended seed mix. <br />Please discuss the size and span of the shaft. Are the sealino <br />procedures proposed consistent with standard engineering practice? <br />Will the covering and revegetation above the concrete plug weaken its <br />structural integrity? Please address. <br />ak 15. The Division prefers Recommendation No. 1 of the SCS for revegetation <br />of the Hopemore Shaft and Leadville Custom Mill. <br />7483E/scg <br />
