• 2.05.4 page 3 <br />WASTE PILE RECLAMATION <br />Refer [o section 2.05.3 (Waste Pile Design) for a detailed description of the coal mine waste <br />(refuse) storage area. Technical Revision TR-08 addresses reconstruction of the waste pile. Designs <br />for this reconstruction have been provided by Don May, P.E. and are located in Appendix 7. <br />Upon completion of the reconfiguration of the existing waste pile as designed in TR-O8, fill <br />material which is presently stored immediately east of the waste pile will ibe used to cover the face of <br />the pile to the required depth. This fill material will be salvaged during reconstruction of the existing <br />waste pile and is composed of about 50% rock and 50% earth. After compaction of this fill material, <br />topsoil which is also stored to the east of the waste pile will be spread as required by this section and <br />the area will be re-vegetated. This should bring this section of the face of the pile to final reclamation <br />status. <br />The second phase of waste pile reclamation will entail stockpiling topsoil and fill material <br />which will be salvaged while extending the wastepile to its 5 year size. As the wastepile slowly <br />increases in size, all available fill material and topsoil will be removed and stockpiled at the east <br />boundary of [he firs[ 5 year design phase. Should additional fill material ibe required at final <br />reclamation, suitable material from the designated botrow area will be used. At 50' elevation intervals <br />as the face of the pile rises, material from this stockpile will be drawn upon and used to reclaim the <br />face of the wastepile as outlined in phase 1. <br />At the time of final reclamation, the refuse pile will already be in its final shape because "Final <br />shape" will be maintained at all times as the pile grows. 3.5 feet of cover will be placed on all <br />previously uncovered surfaces prior to topsoiling. Topsoil will be spread evenly to a finished depth of <br />6 inches and the area planted per methods outlined in this section. <br />The road which will serve as access to the top of the waste pile will be left in place as per <br />request from Lawrence Huntington (See Appendix 9(1). The current road is an easement to Mr. <br />Huntington's property. The new road will now serve as access. <br />TOPSOIL DISPERSEMENT AND GRADING <br />Topsoil shall be placed to a finished depth of 6 inches over all graded and backfilled areas. <br />Topsoil placement operations will be completed in conjunction with processing backfill and grading <br />operations to assure uniform distribution of topsoil over all exposed areas: When backfill operations <br />reach a maximum height of 10 vertical feet, topsoil shall be applied [o that slope area to within 2 feet <br />of the top of the existing bench. Brows or overhangs shall be rounded to conform with the existing <br />surrounding terrain and topsoil applied thereto. <br />The bulk of the Fill for reclamation of the disturbed mine area will be produced by recontouring <br />the slopes in such a manner as to leave on the surface those materials determined to be most easily <br />amended to satisfactory plant growth. Additional soil will be taken from a borrow at'ea in the east <br />drainage area below the plateau (Topsoil Borrow Area). For a description of this material and <br />explanation of source and intended disposition see Section 2.04.9 and Appendix 9(4)(a). <br />Coverage of the permit area with amended soils for re-seeding and plant growth will be as <br />follows: <br />Location Soil Depth <br />Access Road None <br />All other areas to be reclaimed 6 inches <br />• <br />January 1998 <br />
