INTRODUCTION <br />Wyoming Fuel Company (WFC) is planning <br />to conduct secondary or retreat mining at [he <br />Golden Fagle Mine (Permit C-81-013). A portion <br />of the mine plan area which is to be mined by <br />this method lies under Santistevan Canyon which <br />is in the northwest corner of the permit area. As <br />stipulated in the permit, Alluvial Valley Floor <br />(AVF) studies must be conduMed to assess this <br />potential resource and determine the extent o[ <br />any potential impacts associated with the <br />proposed mining activity. <br />This report presents the results of the AVF <br />investigations conducted in Santistevan Canyon <br />and respond directly to stipulations placed on the <br />permit which include: <br />Stipulation No. 8 <br />Prior to secondary or retreat mining at the <br />Golden Fagle Mine, the permittee shall <br />provide a hydrologic survey identifying all <br />alluvial aquifers in, or adjacent to the permit <br />area (except for the Purgatoire River alluvial <br />• aquifer which has already been identified). <br />This survey shall contain information <br />concerning depth below the surface, <br />horizontal extent, water use, and quantity and <br />quality of ground water as required under <br />rule 2.04.7(1). The permittee shall also <br />provide a discussion of the probable <br />hydrologic consequences of mining upon <br />those alluvial aquifers identified. <br />~'V~ Stinulation No. 12 <br />Prior to secondary or retreat mining under <br />Santistevan Canyon Drainage, the permittee <br />must collect data on the quantity of water <br />flowing in this drainage. Monitoring must be <br />sufficient to differentiate seasonal flow <br />variations. <br />The permittee must provide an amendment of <br />the probable hydrologic consequences of <br />secondary or retreat mining on the quantity <br />and quality of surface water in Santistevan <br />Canyon. <br />Stipulation No. 14 <br />Prior to secondary or retreat mining under <br />Santistevan Canyon, the petmittee must <br />submit to the Division sufficient evidence for <br />the Division to make findings that secondary <br />or retreat mining under this Canyon will: <br />1. Not interrupt, discontinue, or preclude <br />farming on the alluvial valley floor; <br />2. Not cause material damage to the quantity <br />of groundwater that supplied the alluvial <br />valley [loor; and <br />3. Preserve the essential hydrology functions <br />of the alluvial -alley floor. <br />On April 12, 1989, WFC submitted a request <br />for Technical Revision to the Golden Fagle <br />Permit which outlined the scope of activities for <br />the Santistevan Canyon studies. This Technical <br />Revision waz approved by the Division on April <br />20, 1989. Studies to be conducted for this <br />technical revision included the necessary data <br />collection to respond to the above stipulations. <br />Information collection included subsurface <br />stratigraphy, surface water, groundwater, soils, <br />vegetation, and land Cue data. Assessment of this <br />data will provide the necessary information for <br />the Division to make their findings for the <br />approval or denial of the proposed longwall <br />mining method under this area. <br />The following sections of this report <br />summarize the materials and methods utilized in <br />the study, data collected, and the wnclusions <br />obtained from the analyses. <br /> <br />
