Synder, III <br />President <br />Colorado Westmoreland <br />4465 Northpark Drive, Suite 307 <br />Colorado Springs, Colorado 80907 <br />Dear M~F.43'QY: <br />In consultation with [he Geological Survey and [he Bureau of Land Management, <br />I have determined [hat a portion of the plan submitted to [his office on June <br />18, 1979 can be approved, sub]ect to your acceptance of the stipulations <br />attached to this letter (Attachment I). The part of [he plan that is approved <br />• is limited to underground mining to develop that portion of the ls[ 1;orth <br />Mains, the 7th Eas[ Plains, and to mine [he 5th Eas[ and 6th Eas[ Panels. The <br />areas in which mining is permitted on [he new federal coal lease (C-27432) are <br />shown on [lie map attached [o this letter (Attachment II). <br />It is our determinatio^ that geotechnical considerations have necessitated <br />deferring mining the majority of the coal remaining in the firs[ federal coal <br />lease (C-25079) until coal is removed from areas to the north of that lease. <br />Further, inability to hold the roof and to avoid dangerous gas conditions have <br />removed otherwise recoverable coal from further consideration. Therefore, <br />this approval is necessitated to maintain the production initially envisioned <br />for the first federal coal lease and is taken to protect [hose recoverable <br />reserves remaining in that lease. It is understood that you will continue to <br />mine the 1st West and 4th East Panels. <br />In effect, this approval gives Colorado Westmoreland the ability to mine [hat <br />amount of coal specified in Lease C-25079 under improved mining conditions. <br />This amounts to approximately 14 months production at the present rates <br />established by the lease (770,000 tons/year). I hope that you will be able [o <br />take advantage of this opportunity to improve recovery and mine conditions. <br /> This office ts, to cooperation with [he Stale of Colorado and [he other <br /> Interior ag encies, continuing [o review your full submittal. We will advise <br /> you of the deficiencies at the earliest possible date.
