In order to preserve the environment and protect the public health; to eliminate and <br />/~ control causes of disease, infection, and aerosol contamination; and to reduce and <br />L control the pollution of the av, land, and water, it is declazed to be in the public <br />~ interest to establish minimum standards, rules and regulations for individual sewage <br />disposal systems in Gilpin County and to provide the authority for the administration <br />I + and enforcement of such minimum standazds, Hiles, and regulations. <br />B. The purpose of these regulations, as authorized and required by Article 10 Title 25, <br />C.RS., is to provide guidance and establish minimum standards for the location, <br />construction, performance, installation, and alteration and use of individual sewage <br />~ disposal systems within the state of Colorado, and shall constitute the basis for the <br />~ adoption of detailed Hiles and regulations by the Gilpin County Boazd of Health <br />concerning the application for and issuance of permits, the inspection, testing, and <br />supervision of installed systems, the issuance of cease and desist orders, the <br />~_ ~ maintenance and cleaning of systems, and the disposal of waste material. <br />• C. The use of community sewage disposal systems or connection with a sewage <br />treatment works shall be required where and whenever feasrbie, as specified in more <br />detail in the following sections, and the installation of individual sewage disposal <br />! ~ systems shall be limited to areas in which community or pubhc sewers aze not feasrble. <br />~ p ty y y type of conventional sew <br />~ D.
