42.06 REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIES OF MINING

2.06.8 Surface Coal Mining and Reclamation Operations on Areas, or Adjacent
to Areas, Including Alluvial Valley Floors.
(1) CWI has conducted detailed all w ial valley floor reconnais-
sances and requests the Division make a negative determination
for the permit area, excluding the train to adout facilities
(refer to the All w ial Valley Floor Appendix in Volume 4).
(2) Activities will be conducted under a Division issued permit.
(3) (a) Based upon the geomorphology of the permit area, CWI
initiated a detailed investigation to determine whether
or not the possibility of alluvial valley floor areas
exist within or adjacent to the permit area. Refer to
Alluvial Valley Floor Appendix, Voliune 4.
(b) The results of detailed field investigations encompass-
ing geologic, hydrologic, land use, soils, and vegeta-
tion, are presented in the Alluvial Valley Floor Appen-
dix in Voliane 4. The only location within or adjacent
to the permit boundaries fulfilling the requirements of
an alluvial valley floor is the train to adout facili-
ties in the North Fork of the Gunnison River Valley.
• These facilities will not alter the hydrologic rela-
tionships of the area, and restoration of post-mining
hydrologic Functions is addressed in the A11wia1 Val-
ley Floor Appendix in Voliane 4.
Excluding the North Fork of Che Gunnison River Valley,
the remainder of the permit area lacks alluvial valley
floor areas on the basis of: absence of historical
flood irrigation; lack of capability to be flood irri-
gated, based on stream flow water yield, topography,
and regional agricultural practices; and absence of
continuous sub-irrigation derived from tl~e groundwater
system, CWI requests, for the above reasons, the Divi-
sion make a negative determination regarding the exis-
tence of alluvial valley floor areas for the portions
of the permit area which will be undermined (refer to
[he Alluvial Valley Floor reports in Volume 4).
