2.05.5 Post Mining Land Uses <br />(2) After the reclamation activities described in Section 2.05.4, Tab Section <br />14 are completed, most of the lands affected by surface operations and <br />facilities within the permit area will have been returned to their original pre- <br />mining condition, which, as described in Section 2.04.3, Tab Section 4, <br />was "fish and wildlife habitat" according to Rule 1.04(71)(h). <br />The South Portal, including the top of the Roadside Refuse Disposal Area <br />will be converted to commercial use for a fruit storage, packing and retail <br />sales location, leased by Providence Place Inc. (PPI) since 2005. Since <br />the commencement of the lease in 2005, PPI has been using the <br />warehouse ~ shop on the upper level as equipment & material storage, <br />the lab building is being used as the sales location, the cafeteria on the <br />lower level houses a refrigeration unit and package area, and the block <br />lab building on the lower level is used for material storage. The South <br />• Portal is zoned as Agricultural Forestry Transitional (AFT) by the Mesa <br />County Department of Planning and Development. Although the use of <br />the property by Providence Place Inc. is approved under the AFT zoning, <br />Mesa County required a minor site plan approval due to changes and <br />upgrades that were planned for the buildings on the lower level. Appendix <br />15-1 shows the minor site plan and approval by the Mesa County <br />Department of Planning and Development. <br />Exhibit 62 shows the pre-mining land use within the affected and adjacent <br />area. Exhibit 63 shows the post-mining land use. <br />With the exception of the Colorado Division of Reclamation, Mining and <br />Safety and the Mesa County Department of Planning and Development, <br />no other state or local agencies' authorizations are required to achieve the <br />post-mining land use described above. <br />• <br />PR-3 15-1 (Rev.07/07) <br />
