Due to high water table, pit dewatering will be <br />necessary. The application indicates that a discharge permit through CDPHE-WOCD, and a well <br />permit through OSE-DWR, will be acquired. U. S. Army Corps of Engineers have inspected the site <br />and have indicated that permitting under Section 404 of the Clean Water Act is not required. <br />RECLAMATION PLAN <br />Final Land Use: Developed water resources and pastureland. <br />Slope Grading; Pond inslopes not steeper than 3H:1 V, 3 ponds resulting from excavations. <br />Topsoil Depth: 12" <br />Revegetation Mix: Meadow brome grass, Intermediate wheatgrass, Orchardgrass, Timothy, and <br />Cicer milk vetch, mulch and fertilizer as necessary. <br />Other Details: Montezuma County has required that the applicant post 510,000 bond with <br />the county to address landscaping commitments beyond the minimum <br />requirements of the Act and Rules. <br />STAFF RECOMMENDATION <br />Staff have determined that the application has demonstrated compliance with the requirements of <br />C.R.S. 34-32.5-115(4), and therefore recommend that the Board approve the Line Camp Pit <br />application; Staff have estimated the total cost of reclamation for the first year of operations at <br />591,917. Therefore, staff recommend that Financial Warranty be set at 591,917. <br />
