Box 1240 Leadville, Colorado 80461 May 20, 197 This letter is to explain the necessity for the use of the bedding material and the urgency for the beginning of production of same. The specifications for our contract with the Bureau of Reclamation for the Mt. Elbert Conduit requires the use of a mineral aggregate graded especially for a specific use as a bedding surrounding the 90" conduit. The bedding is placed around the perimeter of the pipe to a height equal to 70% of it's diameter. The purpose of this special bedding is to protect and support the delicate pipe. The pipe 90" in diameter is coated on the inside with 2" of mortor and on the outside with 3/4" of mortar, the pipe itself is approxi- mately 7/16" thick. The large size of the pipe with the very thin wall requires careful handling, thus the reason for the selected material to surround it with and support it. The specification's require that the pipe be completely covered within 7 days of it's being placed. Our schedule dictates the placing of pipe beginning 6-13-7']. The material site for the bedding material has to be pre- pared and equipment set up to produce same leaving us very little time to produce the material before it'is needed the second week in June.
