The signals are also explained in the published blasting schedule and <br />distributed as explained above. <br />Access to the blasting site shall be controlled by insuring that the blasting area is clear of all <br />livestock or unauthorized persons and guarding, blocking, or barricading roads leading into the <br />blasting area. The vicinity of charged holes will be barricaded, posted, or flagged against <br />unauthorized entry. The all clear signal shall be given only after the area has been checked to <br />insure that no unusual hazards such as slides or undetonated charges exist and access to or <br />travel through the area can safely resume. <br />Unavoidable Hazards <br />This is a list of some unavoidable hazardous conditions that may dictate blasting at times other <br />than the posted time period. The following conditions as defined in regulations (30 CFR77) <br />promulgated under the Coal Mine Health and Safety Act of 1969 and 1977 Amendments, Mine <br />Safety and Health Acts, shall be cause for detonation under emergency conditions: <br />•` a. destruction of damaged or deteriorated explosives or detonator in a safe manner. <br />b Disposal of misfires and/r undetonated explosives. <br />c. bring of charged holes as soon as practical after cessation of static electricity or stray <br />current conditions when electric detonators are used. <br />d. Firing of charged holes when weather conditions indicate the existence of an eminent <br />safety hazard. <br />e. Operator safety or safety considerations for the general public. <br />Records <br />WFC will record and maintain blast records according to Rule 4.08.5. Each blasting and <br />seismograph record shall be retained for a period of three years following the date of the blast. <br />Copies of these records will be maintained at the mine and made available for inspection. WFC <br />has five (5) blast monitoring devices at present time. See Attachment 2.05.(6)(a)-3 for detailed <br />specifications of these machines.
