<br />The Cowan Mine site has already been drastically altered by the Colorado <br />Westmoreland and predecessor mining operations and possesses little or <br />no historical integrity except for the stone pilings of [he gravity tram <br />trestle. The Cowan Trestle, was an engineering/architectural innovation <br />but such innovation Was, not uncommon in mining areas of the West. Although <br />the trestle would definitely be of noteworthy value if it was intact, the <br />surviving foundations provide a link with the past and for this reason <br />should be conserved, passively if not actively. <br />9.
