-36- <br />~~ Chapta~ •:.G of Attachment E of the amended permit application presents a <br />proposed subsidence monitoring program for the Dorchester No. 1 Mine. The <br />plan proposed includes the installation of two high-resolution target grids of <br />survey monuments above panel areas selected to observe various anticipated <br />ground subsidence conditions. One test grid is positioned above an area of <br />• relatively thin overburden, including areas of previous undergrouod coal <br />mining. The second test grid is proposed to be installed above an area of <br />relatively thick overburden with no previous underground coal extraction. <br />Survey monument construction and location are depicted on figures included <br />within Attachment E. Monitoring and report frequencies comply with the <br />regulatory requirements of Rule 2.05.6(6). <br />In addition, Dorchester Coal Company proposes to monitor the conditions of <br />County Roads 92 and 115, the Florence City waterline, the electric substations- <br />and transmissions lines. The operator has committed to repair any damages to <br />the Florence City waterline that are the result of the mining operation. In <br />the opinion of the Division, however, there remains an inadequacy within the <br />proposed monitoring plan. <br />The applicant states their contention that the deed waiver contained within <br />the Thompson Ranch deed exempts the company from the responsibility of <br />monitoring the Thompson Ranch 'structures. Rule 2.05.6(6)(c)(i)(C) requires <br />• the monitoring of the location and orientation of any potentially effected <br />structure. Therefore, the Division deems it necessary to impose the following <br />stipulation upon permit approval. <br />Stipulation No. 10 <br />THE DIVISION DIRECTS DORCHESTER COAL COMPANY TO MONITOR THE LOCATION AND <br />ORIENTATION OF THE THOMPSON RANCH STRUCTURES. THE APPLICANT SHALL <br />SURVEY TNESE STRUCTURES ON A QUARTERLY BASIS. <br />In order to fac111tate the semi-annual subsidence monitoring report. required <br />by Rule 2.05.6(6)(c)(1)(E), the Division deems it appropriate to impose the <br />following stipulation upon permanent permit approval. <br />Stipulation No. 11 <br />THE DIYISION DIRECTS DORCHESTER COAL COMPANY TO SUBMIT A PROPOSED REPORT <br />FORMAT FOR THE REQUIRED SEMI-ANNUAL SUBSIDENCE MONITORING REPORT, WITHIN <br />120 DAYS FOLLOWING PERMIT APPROVAL. THIS REPORT FORMAT SHALL INCLUDE <br />TABULATED SURYEY MONUMENT AMD STRUCTURE LOCATION AND ORIENTATION DATA. <br />SURVEY DATA fOR THE TWO HIGH-RESOLUTION MONUMENT GRIDS SHALL ALSO BE <br />PRESENTED GRAPHICALLY, IN CROSS-SECTION FORM. THE SUBSIDENCE MONITORING <br />ttAP SHALL BE AMENDED TO INCLUDE MONUMENT IDENTIFICATION LABELING, IN <br />ORDER TO FACILITATE DATA REPORTING AND ANALYSIS. FINALLY. EACH <br />SEMI-ANNUAL SUBSIDENCE MONITORING REPORT SHALL INCLUDE A SUMMARY <br />• COMPARISON OF MONITORING RESULTS AND THE APPLICANT'S PREDICTIONS FOR <br />EACH INVENTORIED STRUCTURE AND THE STREAM CHANNEL OF NEWLIN CREEK. <br />With the imposition of these stipulations, the llmended permit application for <br />the Dorchester No. 1 Mine is found to be in canpliance with the requirements <br />of Rules 2.05.6(6) and 4.20 of the permanent program regulations. <br />
