Savage~+AvpMt- <br />RE: Species Diversity Standard .f or Colorado Coal Mine No. 1, <br />(File No. C-024-81) <br />I have reviewed Perma's March 14, 1985 response to my memorandum of January <br />14, 1985 regarding revegetation success criteria. Perma has several concerns <br />regarding the proposed species diversity criterion. As I understand it, all <br />other criteria are acceptable to Perma as outlined in my January 14 memo, and <br />are now a binding part of the permit. <br />With regard to species diversity, Perma makes several assertions regarding the <br />range condition at CCMC and the similarity of communities at Chimney Rock and <br />CCMC. For the record, grazing has not been excluded at the CCMC site as has <br />• been stated (the cattle have been blamed repeatedly for the lack of growth on <br />the topsoil stockpiles), nor has any demonstration of similarity been made <br />between Chimney Rock and CCMC vegetation communities. <br />I developed the proposed species diversity criteria based on site-specific <br />baseline information provided in the permit application and on the capability <br />of the site (See Table 1.) Upon review of Table 25 (Reclamation Seed Mixture) <br />approved by the Division, it became apparent that, there was a different <br />balance in seasonality between baseline communities and the approved mix (see <br />Table 25). I therefore amend my species diversity success criteria to the <br />following: the permittee should establish a minimum of 2 cool seasons <br />grasses, 2 warm season grasses, 2 fortis, and 2 species of woody plants; no <br />single species comprising more than 40 percent relative cover nor less than 3 <br />percent relative cover on the revegetated area. <br />/fw <br />Atta:hments <br />cc: Brian Munson <br />• Doc.
