Exhibit C <br />6.3.3 The Mining Plan for the AZCO Gravel Pit is as follows, (please also see map). <br />(a) Specify the estimated dates that mining will commence and end: <br />Present plans are for mining to start in the 2"d quarter of 2004 after permit approval. The 9.90 acre <br />deposit is anticipated to have a life of 15 to 20 years depending upon population growth <br />and the overall demand in this area. This pit will be used for road base for the local roads that will <br />be needed for the new homes and other land and construction developments in the general azea. Also <br />construction aggregates will be sold in the azea for private drive-ways, as well as structwal fill and <br />other construction activities. <br />(b) The depth of plant growth medium to be salvaged for reclamation will vary with soil <br />types. However it appeazs that the majority of the topsoil has some good potential for growth <br />medium which range from 6 inches to 12 inches. These soils can be used to promote and establish <br />plant life. Therefore the operatorwill remove this layer of soil andsave it for reclamation. Typically <br />the surface is stony sandy-gravelly loam 3 inches thick and the subsoil is gravelly clay loam and <br />sandy clay loam 12 inches thick. Although it is a sandy- gravelly loam topsoil it is an adequate <br />growth medium. Established topsoil stockpiles will be saved on site and moved only when needed <br />to prepaze the site for seeding. Topsoil stockpiles will be seededwith 81bs / PLS per acre of Western <br />wheatgrass to reduce the chance of erosion. Plant growth stockpiles will be located separate from <br />other stockpiles (which will be product) out of the way of mine traffic and drainage-ways. The <br />location of plant growth medium stockpiles will be shown on DMG Exhibit E map. <br />(c)The overburden depth varies from 6" to 12". Most of this material will used for growth <br />medium and used on the mine site to prepare for seeding. There is no waste rock in this deposit all <br />of the rocks will be sold or used in reclamation therefore no waste rock or overbwden piles will be <br />left after reclamation. <br />(d) Present indications are that the deposit that will be mined is 10 to 50 feet deep. This is <br />the best estimate at this time as mining goes forwazd it might be more or less. <br />(e) The major components of the mining operation aze limited. Access to the pit will <br />be by an access road constructed on the southeast side of the pit connected to an existing driveway <br />road to the applicanUoperators other owned lands. The applicanUowner wants the new roads left <br />for use upon completion. There will be no office, shop/maintenance facility. The only plant and/or <br />processing facilities will be a portable crusher, and screening and gravel and an electrical generator <br />along with other processing equipment. The capacity of this operation is expected to be less than <br />70,000 tons per yeaz. Since this is a dry open pit operation there will be no underground openings <br />such as adits or ventilation facilities. The DMG Exhibit E map will shows the pertinent details. <br />(f) The permit area is 9.90 acres. There will be no mine benches, impoundments, or water <br />rock disposal area. <br />
