I thought it might be timely to review Sections II through IV of the
MLRD-Rockcastle Agreement (hereafter referenced as the Agreement) on a
point-by-point basis in an effort to identify outstanding issues at this
time. With the imminent arrival of the field season, it is time to identify
the work which needs to be completed to satisfy the terms of the Agreement.
• II. la. 8adcfi]ling and grading has been completed as acknowledged by the
October 5, 1990 Division proposed bond reduction;
lb. This item is not applicable as there was no excess overburden;
lc. This item is not applicable as there was adequate overburden to
reclaim Pit 4 to approximate original contour;
2. The November 30, 1990 Bond Release Request states that topsoil has
been distributed at the site. The Division has requested
verification of the uniform replacement of topsoil in the April 24,
1991 letter, Upon receipt of this mapping the Division will assess
the status of the topsoi] during the bond release inspection.
3. The November 30, 1990 Bond Release Request states that revegetation
activities have occurred. The Division will attempt to affirm this
during our bond release inspection. In addition, please submit ~
either a seed tag or a purchase order/invoice documenting the use
of Seed Mix #3.
4. The shop building has been removed and the area has been
reclaimed. Rockcastle needs to affirm the topsoil placement per
II(2) and the Division will affirm back filling and grading and
seeding during the next bond reduction inspection;
5. This issue does not need to be addressed;
6. The reclamation completion date was extended to May 31, 1991
through correspondence from Parcel, Mauro, Hultin and Spaanstra
dated February 10, 1991.
