• Colorado Ucpartmcnt of Ilcalth
U.S. 1•:nvironmenCal FrotecCion Agency
April 30, 1979
Fage Three
On Friday, March 23, an inspection revealed no 91obs of oil
in Foidel Creek, although the oil sheen was still present. It
appeared that the sheen rc;.ultcd from oil still clinging to rocks
and vegetation along the banks. P7r. Czarnows}:y talked to Moore
Engineering Company of Denver, who recommended the use of sorbent
booms and pads.
On Saturday morning, March 24, Mr. Czarnows}:y and others
installed the sorbent booms. A total of seven booms caas installed
across Foidel Creek. In addition, 18 inch by 18 inch sorbent pats
were placed on the water upstream from each boom or filter dam to
absorb the oil locked behind the boon or filter dam. That after-
noon an additional boom was placed across Foidel Creek and sorbe^t
pads placed on oil pools found in the barrow pit along county road
no. 33.
On Ftonday morning, !larch 26, the cleanup effort appeared to
be working effectively, although a slight sheen still remained on
the water. Because the sheen was primarily due to the oil which
remained on the banY.s of the stream, it was determined to burn t:-:e
banks to eliminate the oil as much as possible. Part of the da}•
was spent on that operation, as well as changing and reorganizinc
the sorbent pads. It appeared that no further new oil was being
• discharged.
On Tuesday, March 27, a sligtrt sheen still persisted. The
burning operations continued. hlr. Zopf visited the site again,
spent several hours with [~7r. Czarnowsky in inspecting the area,
and appeared pleased with the effectiveness of the cleanup effort.
On subsequent days, the sorbent pads were removed and re-
placed where necessary. on Ttrursday, t9arcli 29, t~Ir. Van Graham o`
the Colorado Department of Wildlife visited the area to determine
if any damage had occurred to wildlife or acquatic life in Foidel
Creek. It was noted at that time that the sheen had never reach=d
farther dournstream than approximately two miles from the source of
the spill. No sheen reached any other drainage area.
Between Ftarcli 30 and April 2, 1979, the sorbent pads and
booms were monitored and replaced as necessary. The bale dams,
sorbent booms and pads continued to perform effectively and the
oil sheen continued to abate. The burning program was completed
on April 3. On that day, representatives of the BLM inspected the
spill. It was their conclusion that the source of the spill was
