This report is a con- fieraation of and suppl emenL to vc rbal information provided by my- self. on March 21 to the EPA, the Colorado Den,:rtr.icnt of Itcalth, the Fish & Gamc pepartment, Durcau of Land t-Ianagement, and koutt County Hcal th Department. DESCRIPTION OF D15CIIAP.GE ACID CAUSIi OP NOt1C061PL7Ai]CE: The discharge was oil, characterized by sr.iall globs of oil sludge and a visible sheen on Foidcl Creek. The source of the oil was not immediately recognizable because of the snow and ice on and around Foidcl Creek. At the tine, tWO potential sources Were identified. The first was Tipple no. 2, where crude oil is sprayed into railroad cars to ker_p coal from sticking to then. 'Phe second potential source Was Che open containnenC pond of used motor oil near EFC's ma intenancc shop. It was initially thought that the morn. likely source Was the tipple area, located in the tlorthwcst Quarter of the Southeast Quarter, Township 5 tlorth, Range 8F, Y7cst. This information was reported to the anthoritics ou t4arch 21. The following day, how- ever, it was determincrl that the source of the spill was the oil •
