The portions of the permit area to be <br />disturbed by surface operations and facilities has historically <br />been disturbed by coal mining operations. It is therefore not <br />expected that substantial amounts of toP soil can be salvaged <br />from this area for reclamation work. The applicant proposed to <br />enlist the services of: <br />Fred M.
