Natural Drainage. Natural channel dreinag eways will not be altered or relocated for • <br />access road construction or reconstruction without [he prior approval of the Division in <br />accordance with 4.05.3 and 4.05.4. The Division may approve alterations and relocations <br />only if the natural channel drainage is not blocked, no significant damage occurs to the <br />hydrological balance, and there is no adverse impact on adjoining landowners. <br />Stream Crossings. Drainage structures are required for atl flowing stream channel <br />crossings. Drainage structures will not affect the normal flow or gradient of the <br />stream, or adversely affect fish migration and aquatic habitat or related environmental <br />values. <br />Access Roads Within the Disturbed Area. Drainage from access roads constructed within the <br />disturbed area as described in 4.05.2(4), will meet with the requirements of 4.05.2 and <br />such access roads will at a minimum be designed, constructed, reconstructed and <br />maintained using the best technology currently available to minimize erosion as required <br />by 4.03.2(4 )(b). <br />-Access Roads Not Within the Disturbed Area. Drainage from access roads that are not <br />constructed within the disturbed area as described in 4.05.2(4), will meet the <br />requirements of 4.03.2(4)(b)-(e) to minimize erosion, resultant siltation, and disturbance <br />to the prevailing hydrological balance. Erosion control measures used alone or in <br />combination include, but ere not limited to, stabilizing all exposed surface areas to <br />promote a reduction in the rate end volume of runoff, using straw dikes, riprap, check <br />dams, mulches, vegetation sediment filters, and other measures that reduce overland flow <br />velocity, reduce runoff volume, or trap sediments, and other measures to minimize erosion, <br />resultant siltation, and disturbance to the prevailing hydrological balance as required by <br />the Division. <br />Ditches and Alternative Measures for Roadbed Erosion Control, Drainage ditches will be <br />constructed at the toe of all cut slopes formed by the construction of access roads with <br />ditch relief cross drains spaced according to grade, Water will be intercepted before <br />reaching a switchback or large fill and discharged below the switchback or fill through <br />conduits or riprepped channels. For every segment of an access road without drainage <br />ditches where required to minimize erosion on [he roadbed, drainage will be provided by <br />surface dips. These drainage dips will be constructed as undulations in the roadway of <br />sufficient height from the hydraulic bottom to the top of the dip to allow for adequate <br />12 <br />
