maintained or if geotechnicaL analysis demonstrates that a safety factor less than 1.5 • <br />will not result in significant environmental harm or harm [o the public health and safety. <br />Tempo rery erosion control measures will be implemented during construction to minimize <br />sedimentation and erosion until permanent control measures can be established. The entire <br />road tut including the surrounding area disturbed by construction wilt be stabilized with <br />respect to erosion by a vegetation cover or other means approved by the Division <br />immediately after construction is complete. Where a vegetation cover is used, <br />consideration will be given to providing en appropriate growth medium. <br />Road Embankments. All vegetation material end topsoil will be removed from the <br />embankment foundation during construction to increase stability, and no vegetation <br />material or topsoil will be placed beneath or in any access road embankment. <br />Yhere an embankment is to be placed on side slopes steeper than 3h:ty (33 percent), the <br />existing ground will be plowed, stepped, or if in bedrock, keyed in a manner which <br />increases the stability of the fill. The keyway will be a minimum of 70 feet in width <br />and will begin at the toe of fill. No material will be placed below the toe or be <br />allowed to slide below the toe. For slopes flatter than 3h:1v (33 percent), the slopes <br />will be scarified to ensure bonding of the embankment end natural materiel. <br />The material for embankments will be reasonahly free of organic material, coal or coal <br />blossom, frozen materials, wet or peat materiel, natural soils containing organic matter, <br />or any other material considered unsuitable for use in embankment construction by the <br />Division. Excess or unsuitable material from excavations will be disposed of in <br />accordance with 4.09.1. Acid- and toxic-forming material will be disposed of in <br />actordanee with 4.05.8, 4,10,1, and 4.14.3. <br />Material containing by volume less then 25 percent of rock larger then 6 inches in <br />greatest dimension will be spread in successive uniform layers not exceeding 12 inches in <br />thickness before compaction. <br />Yhere the material for the embankment consists of large-size rock, broken stone, or <br />fragmented material that makes placing in 12-inch layers impossible under 4.03.2(3)(d)(iv), <br />the embankment will be constructed in uniform layers not exceeding in thickness the • <br />approximate average size of the rock used, but the layers will not exceed 36 inches in <br />[0 <br />
