Smpact <br />(120) Reclamation Permit Application <br />filed by Paul Morgan Excavating to be <br />Known as MORGAN GRAVEL PST- <br />we have some items of concern that we think <br />should be addressed with solutions discussed by all <br />concernefl prior to starting excavation: <br />There is insufficient width to turn an <br />eighteen wheeler at the intersectign o£ County 12oad 420 <br />and the only gate for the Morgan Pit. Perusal of the <br />map included in the application indicates an existing road <br />serving Goemmor preperty at a Bite immediately west and <br />adjacent to the Morgan pat gate; no setback requirements <br />are indicated. <br />Also, a lack of visibility vn the steep hill <br />with. novice pedestrian and automobile traffic quickly <br />represents anoth@r hazard at the gate site- <br />Steady and freguant use o£ heavy equipment on <br />this county road with its eteep grade - a rise of 80+ feat <br />in altitude i.n quarter mile - will cause deterioration. <br />The load is currently surfaced with gravel_ Tt has been <br />constructed over a ditch right of way. The application <br />map shows tho pit location on the Hillside above the di~tc h; <br />however, na plan regarding cl®arance of foreign matter and <br />obstructions from ditch below the git nor protection o£ <br />the underground culvert were addressed. It is noted that <br />the application map indicates an asphalt surface L-rom <br />Highway 12 through the gate into the pit. Who is respon- <br />sibile for maintenance and repair of county Road 420? <br />According to application, heavy use will continua after <br />gravel Has been removed. There is no assurancE from county <br />road and bridge regarding maintenance and repair, nor is <br />there an onginaer survey. waterusers - Magnino, Morgan <br />and Goemmer - must be protected in their right to the use <br />o£ water. <br />These dif Piculties should be addressee, and <br />solutions inaiuded in application for permit_ <br />Helen F- Magnino <br />~on.
