Exhibit B - Mining Plan
1. The Soil Conservation service (S.C.S.) report includes numerous
recommendations regarding both final reclamation and protection of
natural resources during mining operations. The staff assumes that the
operator has retained a copy of this report. Although not specifically
stated by the operator, it is assumed that these recommendations will be
followed by the operator. If this is incorrect, please state how the
plan differs from the S.C.S.'s recommendations.
2. Approximately how much topsoil (in cubic yards) will be stripped and
salvaged Then the quarry expansion to the west occurs? Please indicate
on your sap where this material will he placed for storage within the
pertait boundaries and out of the way of working areas and creek channels.
3. Please provide a plan for protecting the topsoil from wind and water
erosion. The staff recommends that the pile(s) he graded to 3:1 slopes
and hand broadcast seeded with the seed mixture recommended by the
S.C.S.. These measures should ensure that this valuable resource does
not blow or wash away before the operator needs it for final reclamation.
4. Please describe measures to be taken to protect the water quality in the
irrigation ditch which traverses the site. How will the operator keep
dust, sediment, equipment and chemicals from entering the ditch?
5. How gill the operator minimize the impact of mining operations on
surface water? Specifically, how will the snow-melt and rain water
which picks up sediment at the site be managed so that it does not carry
this sediment off-site, either to the irrigation ditch, Buckhorn Creek,
or the flat lands adjacent to Buckhorn creek? The staff recommends that
berms be constructed along the outside of the ditch to prevent runoff
flow into the ditch, and inside and along all downhill boundaries to
prevent sedimentation downhill of the permit boundaries. If necessary,
the operator may need to install a settling basin where sediment can
settle out before the water flows off-site.
