The Soil Conservation service (S.C.S.) report includes numerous <br />recommendations regarding both final reclamation and protection of <br />natural resources during mining operations. The staff assumes that the <br />operator has retained a copy of this report. Although not specifically <br />stated by the operator, it is assumed that these recommendations will be <br />followed by the operator. If this is incorrect, please state how the <br />plan differs from the S.C.S.'s recommendations. <br />2. Approximately how much topsoil (in cubic yards) will be stripped and <br />salvaged Then the quarry expansion to the west occurs? Please indicate <br />on your sap where this material will he placed for storage within the <br />pertait boundaries and out of the way of working areas and creek channels. <br />3. Please provide a plan for protecting the topsoil from wind and water <br />erosion. The staff recommends that the pile(s) he graded to 3:1 slopes <br />and hand broadcast seeded with the seed mixture recommended by the <br />S.C.S.. These measures should ensure that this valuable resource does <br />not blow or wash away before the operator needs it for final reclamation. <br />4. Please describe measures to be taken to protect the water quality in the <br />irrigation ditch which traverses the site. How will the operator keep <br />dust, sediment, equipment and chemicals from entering the ditch? <br />5. How gill the operator minimize the impact of mining operations on <br />surface water? Specifically, how will the snow-melt and rain water <br />which picks up sediment at the site be managed so that it does not carry <br />this sediment off-site, either to the irrigation ditch, Buckhorn Creek, <br />or the flat lands adjacent to Buckhorn creek? The staff recommends that <br />berms be constructed along the outside of the ditch to prevent runoff <br />flow into the ditch, and inside and along all downhill boundaries to <br />prevent sedimentation downhill of the permit boundaries.
