<br /> <br />Letter to Matt Dulcich 2 June 22. 2000 <br />The primary health concern that may be associated with an asphalt batch plant is air pollution. <br />However, all asphalt batch plants in the State of Colorado must obtain and comply with the <br />requirements of an Air Pollution Emission Notice issued by the Colorado Department of Public <br />Health and Environment. <br />Another health and welfare concern that is attributed to asphalt plants is noise. As stated <br />previously, the appropriateness of the location for a gravel pit and appurtenances such as asphalt <br />plants is a local decision. All gravel pits create noise impacts, so the Board leaves the decision <br />of land use compatibility related to noise in the hands of the local land use authority. <br />The potential for ground water and surface water impacts is also occasionally raised as a <br />concern for asphalt batch plants. The Loveland Pit operation will be required to obtain a storm <br />water dischazge permit from the Colorado Department of Health and Environment. This permit <br />requires the preparation of a Storm Water Management Plan and typically includes a Spill <br />Prevention, Containment, and Countermeasures Plan. Please also note that the DMG <br />application adequacy review letter dated May I8, 2000 (copy sent to you previously) requires <br />the applicant to describe storage and spill prevention measures for any substances to be used <br />onsite with the potential to contaminate surface or ground water. <br />I will contact you with information on the time and location of the informal conference, pre-hearing <br />conference, and the Formal Public Hearing once this information becomes available. You will also be <br />provided a copy of the DMG's rationale and recommendation on the application prior to the Formal <br />Public Hearing.
