~JJ <br />WEDNESDAY, NOVEt4BER 28, 197 <br />Proceedings of the Board of County Commissioners .............................................................................. <br /> Commissioner Hotchkiss moved that the petition for Special Review to extract sand and grave <br />l in the FA-1-Farmin Zone be approved, [to the exclusion of the operation of the sand and as-~ <br /> phalt batch plants with the following conditions: (1) County roads to be used by this ~ <br /> operation shall be so designated by the County Engineer (after consultation with the appli- <br />~`' ' <br />cant) and shall be hard-surfaced at the applicant's expense and to the Engineer's satisfac- <br />' I <br />tion; (2) A hydrological study shall be done by a qualified hydrological engineer to deter- <br /> mine that no adverse impacts will exist to the water level in the area. The exact area of <br />n <br />-C~` <br />~~ <br />~ potential impact shall be determined by the engineer and the study shall be completed withi <br />~ <br />s <br />~,y. 90 days; (3) Within 90 days, an acceptable road improvement plan shall be worked out and <br /> the other conditions of approval shall be met; (4) The entire approval shall become null and <br />~ voic within two years if no legitimate mining operations are initiated by then, even if they <br /> 90-day conditions have been met. <br />; Mr. Hass added that the road improvement agreement must be sufficiently collateralized. <br />Commissioner Weitzel seconded the motion which carried 2-1. Commissioner Weitzel cast the <br />dissenting vote, again stating the operation was too large. <br />5. MOUNTAIN STATES PROPERTIES (80-A @37) <br />Request: Rezoning from FA-Farming to R-2-Residential <br />Location: Between Vine and LaPorte, west of Taft Hill Road <br />(IMr. Pedas reviewed the request, noting that R-2-Residential zoning would allow single famil <br />units on lots 7500 square feet in size and duplexes on lots 15,000 square feet in size. Th <br />isingle family lots would probably be compatible with existing development in the area. The <br />(care, however, several marshy areas on the property, as well as a major irrigation canal, <br />which would indicate that t're PUD process, rather than a straight subdivision, would be a <br />more desirable development tool. As the property lies adjacent to the City of Fort Collins <br />;city standards should be required. <br />!Jerry Nix, present for the discussion, explained that three property owners, Messrs. Bodell <br />~IKing and Hendrickson have joined together in the cooperative request aimed at improving the <br />~~area. The zone proposed would allow compatible density with existing areas; property value <br />~~will be enhanced; adequate engineering will be assured through the subdivision process; <br />~~proper planning will take place in anticipation of annexation; this "filling-in" proposal <br />~Iwill make use of existing utilities; traffic flow in the area will be improved. <br />Comments were solicited from the audience: <br />
