Lony <br />Division Direcbr <br />RE: Comment Letter, Agile Stone Systems, Inc., Parkdale Project, 112 Permit Application, <br />File No. M-97-054 <br />Dear Mr. Gast: <br />On July 2l , 1947, the Division received from Ms. Liz Stine of Raft Masters a copy of a letter she addressed to the <br />Fremont County Department of Planning and Zoning protesting the proposed Parkdale Project. The protest is in <br />regard to visual impact and tourism but also suggests that an escrow fund for reclamation be established. A copy <br />of the letter is attached. <br />The Division has very little authority over visual impact of a mining operation except through the requirement of <br />implementation of a reclamation plan. As you know, you will be required to post a financial warranty (bond) to <br />assure that reclamation is completed, in any event. <br />I would suggest that you address Ms. Stines' concems regarding visual impact and impacts on tourism directly <br />with her or through the proper local government authority. The establishment of a reclamation fund assuring <br />reclamation will be handled through our Division, by our requirement that the operator post and maintain a bond <br />adequate to cover the cost of reclamation. This will be handled through our review of the reclamation permit <br />application Exhibit L Reclamation Costs. <br />may help to address Ms. Stine's concems regarding reclamation, if you would contact her regarding your <br />reclamation plans and bond requirement. <br />Sincerely, <br />QCL'- V~~ <br />Larry D.
