• Green/Croissant Sand and Gravel M~esponse to Adequacy Review
May 30, 2001
Page 4
6.4.5 EXHIBIT E-Reclamation Plan
8. Some of the overburden amounts listed in Exhibit E are in error.
During the life of the mine, the total amount of overburden necessary to
achieve reclamation slopes, as depicted on Exhibit F, is 604,000 CY (cubic
yards). This breaks out into individual cells as follows:
Cell 1: 108,000 CY
Cell 2 (west): 268,000 CY
Cell 2 (east): 61,000 CY
Cell 3: 59,000 CY
Cell 4: 108.000 CY
The operator has proposed to use any excess material to create undulating
shorelines, islands (potentially in Cell 3), and gentler slopes. This accounts
for any excess overburden and will not require stockpiling. For example,
26,000 cubic yards of material could be used to create an island in Cell 3.
Due to the use of concurrent reclamation, a maximum of 54,000 CY of
overburden would be stockpiled and awaiting placement at any time during
the operation, including maximum disturbance. Most overburden will be
trucked/conveyed directly from a new mining area to an area that has been
fully mined-out.
All 630,000 CY of overburden will be accounted for under the reclamation
plan. The addition of settling fines for use in Cells 1 and 2 may liberate
additional material for use in wildlife habitat enhancements. The Applicant
will commit to stockpiling no more overburden than will be needed for
reclamation.
9. The excess of topsoil indicated in Exhibit E is due to differences in acreage
mined and acreage needing topsoil cover for reclamation. Most of the site's
mined surface acreage will be in the form of water (lakes) upon the
completion of reclamation. While approximately 67 acres will be stripped of
topsoil, only 33 acres will require topsoiling for reclamation (all disturbed
areas above mean low water level, plus halfway down pit slopes).
At the time of maximum disturbance, it is possible that all 55,000 CY of
topsoil salvaged on the site will be in stockpiles. Only 27,000 CY of this will
need to be re-spread to match the proposed reclamation plan. Topsoil in
excess of what is needed to satisfy the indicate reclamation plan may be
used elsewhere on the site to enhance overall plant growth medium, or it may
be sold and exported from the site.
10. The Reclamation Plan originally submitted with the 112 Application was not,
and is not, intended to specifically implement wetlands reclamation. It was
