13. There will be no permanent impoundments on this site. The map has been revised to show silt <br />fences and a straw bale stormwater control structure in the southwest corner of the process area. <br />The State Engineer requires that any retained stormwater must be released within 72 hours. These <br />structures aze not designed to retain the stormwater, but capture the sediment it may carry and <br />allow the water to continue off the site. Exhibit G has been revised to clarify this point. <br />14. The Delta County Noxious Weed Program Coordinator identified noxious weeds at this location to <br />be Canadian Thistle, Scotch Thistle, Musk Thistle and Oxeye Daisy. He states that al] can be <br />treated with Curtail in the eazly bloom stage. The operator will commit to monitoring the site for <br />these weeds and will treat them as needed. Russian Olive and Tamarisk do not appeaz to be a <br />problem at this time. The site will be monitored throughout the life of the mine, and if they occur, <br />they will be treated according the County recommendations. A copy of the County Weed <br />Coordinator's report is attached. <br />15. The Reclamation Plan has been revised to include your suggestions. <br />16. Mulch application rate is 2000 pounds per acre. The typographical error has been corrected. <br />17. The Reclamation Plan has been revised to include your recommendations by adding .21bs/acre of <br />birdsfoot trefoil, .2 lbs/acre Big Sagebrush, and .21bs/acre Utah Serviceberry to the seed mix and <br />references to "grass seed" have been revised to "seed mix". <br />18. The Reclamation Plan has been revised to reflect the timing of seed application as you requested. <br />19. The permanent access/haul road will be stabilized against erosion by grading it with a proper <br />center crown and side ditches and with water bars on the steeper portions. Weed infestations will <br />be prevented by monitoring for noxious weeds and spraying according to the recommendations of <br />the County Weed Coordinator as mentioned in Item 14. <br />20. The Reclamation Plan has been revised to reflect this recommendation. <br />21. This commitment was addressed in Item 15. <br />22. Item b) of the Reclamation Plan has been revised to elaborate on this comparison. <br />23. The "residential use well", or any other water source on this site or any adjacent property owned <br />by Benson Brothers will not be used for this operation without the specific approval of the State <br />Engineer after addressing concerns about any offsite impacts due to the use of such water. The <br />applicant will submit a revision to this permit if they intend to use such water after said approval, <br />24. The Beemon-Absorokee Association (soil map unit 13 of NRCS report) make up most of the <br />slopes in the azea to be mined. Juniper and pinion trees up to about 35 feet tall, with an average of <br />about 15 feet cover about 25% of the area with greater density on north facing slopes and along <br />draws and less density on ridge tops and south slopes. Tall shrubs such as Big Sage Brush and <br />Utah Serviceberry 3 to 8 feet tall cover about 5% of this soil type. Low shrubs such as Antelope <br />Bitterbrush and Douglas Rabbitbrush to 3 feet tall cover less than 5% of this azea. Grasses cover <br />another 5 to 10% of the area and include mostly Western Wheat Grass and Mutton Grass with <br />
