The Sanbom Creek Mme facilities are <br />being utilized in conjunction with ongoing muting operations of the Sanbom Creek Mule. <br />• OMI's phased mine expansion includes at least three distinct phases; 1) Installation of a longwall <br />muting system and associated coal handling, waste handling, and support facility modifications and <br />upgrades; 2) Cortswction of the required infraswcture for the Elk Creek Mme in the D Coal Seam <br />and initial mine development; and 3) Development and longwall mining in the Elk Creek Mute. The <br />follOR'Illg S~~mm~n>PS those mining-related surface facilities and disturbance auras within the mine <br />permit area recently constructed, currently being conswtted or developed, or which will be <br />constructed or developed in the future in conjunction with the phased mine expansion: <br />Sanbom Creek Mme and Elk Creek Coal Handling, Support, and Ancillary Facilities <br />Expansion -The initial mine expansion activities have included installauon of ahigh-capacity <br />longwall mining system in the Sanbom Creek Mme; relocation of the existing storage <br />buildings, Substation No. 1 and a portion of the existing powerline; modification of the <br />existing overland conveyor, dump station, tipple, silo feed conveyor, silo, and loadout; and <br />conjwction of a new office, warehouse, sanitary leach field, two stacking tubes, a reclaim <br />system, a screening facility, a new batch weigh loadout, and a new coal mine waste pile and <br />associated haul road. <br /> Elk Creek Mme Construction and Initial Development - Constmttion and initial mine <br /> development for the new Elk Cmek Mme will involve diversion of a portion of Ells Creek; <br /> relocation and/or reconfiguration of the existing Elk Creek soil stockpile; upgrading of the <br /> existing Elk Creek road; conjwction of mine portak, ventilation shafts, and associated <br /> surface facilities; construction of a new conveyor connecting the portals to the existing coal <br /> stockpile; installauon of mine dewatering and water handling facilities; and initial <br /> development and mining of private D Seam coal reserves. <br /> Ellt Creek Mme Development and Longwall Mmittg - OMI has apphed for a Federal Coal <br /> Lease to mine extensive D Seam reserves to the north and west. Federal lease approval is <br /> anticipated by June 2000. and mining of the D seam Federal reserves will be pemtitted <br /> separately at some time in the future. <br /> Potential environmental considerations associated with ongoing mining operauons, the phased mine <br /> expansion attivities, and construction, mine development, and mining for the Elk Cmek Mme include: <br /> 1) Direct surface disturbance with temporary loss of vegetation and utilvation of these areas <br /> during active operations. These areas will be reclaimed following completion of active <br /> operations to their prettrinirrg use as "undeveloped ]ands" with vegetative cover and <br /> productivity cornparable to that which existed prior to disturbance. <br /> 2) Indirect surface disturbance due to mining-related ground subsidence. Given the depth <br /> of mining, surface subsidence effects are negligible and have not nor are they expected to <br /> adverselyimpatt anyrenewable resources. <br /> 3) Surface disturbance is generally in or adjacent to roads or other areas of human use and <br /> activity so distinct wildlife impacts ate minimal. <br /> 4) Surface water impatts ate very localized and are effectively addressed through <br /> compliance with applicable regulatory requirements for drainage and sediment control <br /> and effluent standards. <br />• 5) Significant ground water resources have not been identified within the mine permit area <br /> and no identified water users will be impacted <br />PR04 2 Revised August 2000 <br />
