• <br />Addendum to Rational for Approval Recommendation <br />Application for Stone Gravel Pit <br />Permit No. M-97-089 <br />Page 3 <br />3. The water problems a/so include app/icani's statement that, Natural slopes are general/y west <br />to east, beginning with the first eight mining units sloping io the east-southeast, and the <br />remainder of the units sloping to the east-northeast, "..., whi/e providing rec/amation plans that <br />c/aim "a gently undulating surface with a slight varying /1 to 3%/ gradient to the west will <br />result from the finished operation. "...Review of the application fi/e /eaves a reader utter/y <br />unable io determine the direction and rate of slope of all reclaimed lands with any reliability. <br />App//cant's stated reason for failing to generate t/etailed ground contours"is the prohibitive <br />cost and environmental disruption involved. ° <br />Although not specific to the issue of the Technical Revision, DMG's response to this <br />comment will explain what the plan indicates and why DMG believes the issues have been <br />adequately addressed. <br />Contour lines on Exhibit C, Mining Map, indicate that surface drainage will generally flow <br />to the east and that a small rise occurs at or near Unit VIII. The small rise at or near Unit <br />VIII, extends through the permit area from the southwest to the northeast and creates a <br />minor drainage divide for precipitation which may occur within the permit area. <br />Precipitation occurring on the north side of the small rise (Units VIII - XVI) reports directly <br />to an un-named intermittent drainage channel which trends east-northeast through the <br />permit area. Reconstruction of the portion of the un-named intermittent drainage channel <br />located within the permit area and affected by mining operations was the subject of the <br />Technical Revision. <br />Precipitation occurring on the south side of the small rise (Units I -VIII) may initially drain <br />to the east-southeast but quickly join the same un-named intermittent drainage channel just <br />beyond the east boundary of the permit area. Surface drainage from the proposed permit <br />area and surrounding areas eventually report to Mud Creek through a series of un-named <br />intermittent drainage channels. <br />Information within the Mine and Reclamation Plans indicate that the small rise, located at <br />or near Unit VIII, will be removed by mining activities. Backfilling and grading of excavated <br />areas will result in overall slope gradients of 1 % to 3%, east aspect. Overall slope <br />gradients of 1 % to 3% with east aspect, include the 3H:1 V backfilled highwall. <br />Applicant's statement indicating that reclamation will result in 1 % to 3% gradient to the <br />west is describing a positive slope gradient. Positive gradients are utilized to describe <br />uphill slopes. Negative gradients are utilized to describe downhill slopes. The same 3% <br />slope may be described as a 3% gradient to the west (observer is facing west and uphill) <br />or -3% gradient to the east (observer is facing east and downhill), depending upon <br />perspective and/or direction of travel. <br />
