2002 OPERATING PLAN <br />DESCRIPTION OF OPERATING PLAN AREA <br />The 2002 methane drainage drilling will occur over MCC's West Elk Mine <br />longwall Panels 16 and 17. Seventeen methane drainage wells aze located within portions <br />of Sections 26, 27, 34, and 35, of T.13S. R.90W. 6`h Prime Meridian, Gunnison County, <br />Colorado. The proposed wells aze within the current permitted coal mining azeas on coal <br />lease COC-56447 held by Arch Coal Inc. <br />Other activities associated with the drilling will occur in Sections 14, 22, 23, 26 - <br />28, and 33-35 of T.13S, R.90W., 6`h P. M. These other activities may include, but aze not <br />limited to, clearance surveys, locating and flagging proposed road and pad sites, and <br />reclamation of existing roads and pads. <br />MINE PLAN AND SRP <br />MCC has, and is, proceeding with the mining of Panel 15 as projected in MCC's <br />2002 Budget Plan. As such Panel 15 will be completed in July, 2002. Mining of Panel <br />16 will commence in August. Assuming there is/are no appeal(s) to the May 31, 2002 <br />Decision Notice methane drainage can be completed to enable the mining of Panels 16 <br />and 17 without coal production delays. Without appeal(s), Panel 16 would be completed <br />1st quarter 2003 and Panel 17 would be completed midyear 2003. MDWs for both Panel <br />16 and 17 are proposed to be completed in the 2002 drilling season, August-November <br />2002. <br />With appeal(s) MCC would complete as many of the proposed MDWs listed, <br />understanding that completion of all these wells is certainly not probable. MCC will <br />submit in writing for an extension to the permit to continue the drilling activities beyond <br />the November 30 constraint. <br />It is this schedule that drives the need for the listed MDWs. If this schedule vanes <br />going forwazd, the need for more or less MDWs would be necessary. If this schedule <br />vanes MCC wilt contact Forest Service and discuss these corresponding needs resulting <br />from the schedule variance. <br />Map 1 depicts MCC's production timing and necessary MDW's for 2002 <br />
