Box 53 <br />Saguache, CO 81149 <br /> / <br />Re: Sheehan Pit, 110c Application No. M-2007-058, Preliminary Adequacy Review. <br />Dear Mr. Scanlon: <br />The Division of Reclamation, Mining and Safety has begun the review process for the above referenced 110c <br />application. The project appears to be a straight forward operation to extract construction materials. A review of <br />the proposed project has only a few minor clarifications and issues to address. <br />1) Please supply all required landowner notices and proof of publication as soon as possible. <br />2) Please state in the Mine Plan how topsoil stockpiles will be stabilized and protected from precipitation <br />and run off events. Please submit a Mine Plan map that shows the proposed location of the topsoil <br />stockpiles. <br />3) hi the Mine Plan please specify whether or not explosives will be used for the mining process per rule <br />6.3.3(p). <br />4) In the Reclamation Plan please state the justification for the 2H:1 V slopes described and to what extent <br />will the reclaimed slopes will be 2H:1 V. Please review rule 6.3.4 (b). Also, please submit a reclamation <br />map that provides more detail of the proposed post-reclamation contours. <br />5) The Division recommends the operator review rule 6.5 due to the existing terrain at the location and the <br />potential hazards related to steep rocky slopes. <br />6) Species in the seed mix should be expanded to include a few of the following shrubs: Wyoming Big <br />Sagebrush, Skunk brush Sumac, Serviceberry and Chokecherry. These species are listed and observed on <br />site as natives to the area and will establish a more diverse plant community when mining commences. <br />7) The Division recommends addition of a soil amendment to the crusher fines and salvaged topsoil to assist <br />the success of re-vegetation. Please review the soil preparations within the Reclamation Plan. <br />8) Please review item #5 on the mining /reclamation map. "Anticipate limited additional disturbed area due <br />to nature of outcrop with high angle and sheer faces and limited local market."
