This proposed mine has been designated Hanna Gravel <br />Pit.~2. <br />The proposed mining site is located along the south City limits <br />of the City of Fountain with a small portion inside the City <br />limits and the majority of the site located in unincorporated E1 <br />Paso County. The proposed mine boundary was selected to recover <br />the best gravel deposits on City owned lands on Hanna Ranch. The <br />land within the City limits of Fountain is outside the <br />jurisdiction of El Paso County and this is a concern of the El <br />Paso County Planning Department. The concern is that technical <br />revisions which may occur in the future to the State Mining <br />Permit could be made for the area outside the jurisdiction of E1 <br />Paso County. <br />The City of Colorado Springs has also applied for a mining permit <br />from the Colorado Mined Land Reclamation Division and agrees to <br />follow the mining plan in the permit application for areas inside <br />and outside the jurisdiction of E1 Paso County. We consider the <br />proposed gravel mine as an entire operation and not two parts <br />divided by the Fountain City Limits. Any changes in the mining <br />plan as it effects lands within either the City of Fountain or <br />unincorporated E1 Paso County that would require a technical <br />revision to the permit will be submitted to El Paso County for <br />review and approval at the same time they are submitted to the <br />Colorado Division of Minerals and Geology (previously Mined Land <br />Reclamation Division). We understand that any changes submitted <br />may result in a review or rehearing of the E1 Paso County Special <br />Use approval. <br />30 S.
