u <br />TAB 24 <br />AIR QUALITY CONTROL PLAN <br />The following outlines the measures Seneca Coal Company employs to control dust at the Yoast Mine <br />site. The rontrol measures are implemented throughout the life of the mine in accordance with the <br />terms and conditions set forth in the Emission Permit issued by the Colorado Department of Health <br />(CDOHI~ An attachment to this tab contains the current APEN's under which SCC operates. <br />Sequential detonation of blasting charges is utilized at the Yoast Mine on overburden and coal ITab 141. <br />Authorities maintain this practice reduces the emission of fugitive dust (Colorado Air Pollution Control <br />Regulation #1-111d11911h11211, although data to substantiate this assertion has not been identified, and <br />no estimate of its effectiveness is known. The use of sequential blasting will continue throughout the <br />proposed life-of-mining activities. <br />Coal produced at the Yoast Mine is loaded into on-road haul trucks and transported to the Hayden <br />Station Powerplant via Haul Road A and Routt County Road 27. No coal crushing or handling facilities <br />is located at the mine site. <br />• <br />• <br />Haul roads are watered to control dust emissions and, annually, chemical suppressors are applied. <br />Unpaved haul roads are graded regularly to maintain a surface free of loose material and potholes. Haul <br />trucks will not exceed posted speed limits. It is anticipated the maximum speed limit for the Yoast <br />Mine will be 40 miles per hour. Speed limit signs are posted along the main haul road in both directions <br />to alert drivers of the speed limit. The maximum speed limit will be determined by the CDOH and <br />stated in the final Air Emissions Permit. <br />Topsoil salvaged for reclamation activities are stored in stockpiles as close to the reclaimed area as <br />possible so as to limit the distance it must be moved ITab 211. Topsoil stockpiles are stabilized using a <br />temporary vegetation cover to limit wind erosion. <br />Areas that have been mined will be graded, topsoiled, and revegetated in accordance with the approved <br />reclamation plan (Tabs 19 to 221. The procedures outlined in the reclamation plan result in prompt and <br />effective revegetation which minimize the emission of dust on exposed surfaces due to wind erosion. <br />Revegetated areas are maintained by restricting all but essential vehicular traffic to light use, access, <br />and haul roads. <br />PR-02 <br />Revised 03/05 <br />
