necessary, based upon all hydrologic data coilect•ed at the mine <br />site during the current permit term. <br />'t'he Division is concerned that as mining er.pands into the Moffat <br />area, flow from backfilled mining pits into Trout Creek will <br />likewise increase, thus potentially impacting the quality of the <br />creek. The PHC and CHI5 should include a comparison of the worst <br />case quality/quantity of the spoils discharges to the predicted low <br />flow of Trout Creek. If it is determined that mining will impact <br />downstream uses of Trout Creek or of adjudicated use of alluvial <br />water associated with the creek, a mitigation plan should also be <br />submitted. <br />If, during the course of thi=_ investigation, it is determined that <br />further study of the problem is required, a detailed study proposal <br />will should be submitted to the Division by September 2, 1°86. <br />sA REVIEW/COMPARISON OF THE ORIGINAL PHC AND CHIS FOR THE WEST RIDGE <br />AREA AND DATA COLLECTED OVER THE PREVIOUS PERMIT TERM INDICATES THE <br />ASSUMPTIONS AND PREDICTIONS AS PRESENTED IN THE PERMIT ARE STILL <br />VALID AT THIS TIME. NG CHANGE IN THE PERMIT TEXT IS REQUIRED SY <br />THIS COMMENT. <br />• E. Pittsburg and Midway should submit to the Division an Annual <br />Hydrologic Report (AHR) which details the hydrologic monitoring at <br />the mine site during a standard water year (October 1 thru <br />September 30). This report should be submitted to the Division no <br />later than January 15 of the following year. To eliminate <br />confusion, the AHR will be submitted to the Division during the <br />spring of each year (prior to June 1). <br />The AHR should be divided by discipline (Ground Water and Surface <br />Water sections), and further subdivided into quality and quantity <br />sections. The following is a suggested format for the AHR: <br />1. Surface Water <br />a. A tabulation of NPDE5 monitoring at each permitted <br />discharge point during the reporting period. <br />b. A summation of sediment level surveys performed at each <br />pond during the year, as applicable, and a short 3iscussion <br />pertaining to the condition of conveyance ditches at the <br />mine site. <br />c. A tabulation of all surface water data collected at the Oak <br />Creek and Trout Creek monitoring sites. Water quality data <br />should include minimum, maximum, mean, and standard <br />deviation values for each parameter monitored. Discharge <br />data is best presented in hydrograph form (i.e.: Time vs. <br />Discharge and /or Gaqe Height vs. Discharge Graphs). <br />
