<br />Standard 3: Plant and animal communities - Noxious weeds have <br />been addressed. The disturbance condition would not meet the <br />standard, but the long term condition should meet this standard. <br />Standard 4: Threatened and Endangered species - Addressed, no <br />effect. <br />Standard 5: Water Quality - Addressed, no effect. <br />DfITIGATION MEASURES <br />The following recommendations were made to the Colorado Division <br />of Minerals and Geology to mitigate and answer concerns made by <br />BLM staff specialists in review of the mining and reclamation <br />plan proposal: <br />1. °We would recommend that only the anticipated first three <br />units, process area, topsoil and overburden storage areas, and <br />product stockpile area be fenced from livestock grazing <br />(approximately 25 acres)." Modified November 21, 1997 - "Only <br />enough fencing to control road access to the pit area is <br />acceptable to BLM. This allows the rest of the surface uses to <br />continue and access to remain open to the rest of the BLM land. <br />Protection fencing can be installed later around the reseeded <br />areas to allow for reclamation." <br />2. "We would like to see some statement of a plan for noxious <br />weed control." Modified November 21, 1997 - "Mr. stone stated <br />that he recognizes weeds as a problem, and should be required to <br />control weeds. We will work together to limit the infestation <br />and possible spread of weeds from the gravel operation." <br />3. °The access road from County Road 21 <br />to county road specifications to minimize <br />public lands surface."
