We have several concerns that may impact how the final reclamation plan is
developed and implemented. We have not seen the fmal document spelling out how the pit will be
developed so we have based our comments on our knowledge of the area.
1. How much water will be needed during the screening operation?
2. Is there an existing well that will be used or will a new well be drilled to serve the sand pit?
3. If a new well is drilled what will be the desired capacity and will this new well impact existing
wells in the areal Water in this part of El Paso County is very valuable for both home and
livestock consumption so it is critical that any new well drilled in this area will not impact existing
wells. We would also have some concerns if the new well is in the alluvial aquifer in [his area.
4. Will the reclamation of the pit be done concurrently? We would oppose any plan where lazge
areas of land are denuded of vegetation for any length of time.
5. Are the reseeding recommendations going to include native seeding varieties or will the planned
plantings be introduced grasses?
6. A weed management program needs to be developed for this parcel of land. The surrounding area
is mainty ranches and we would not want the disturbed land to be an area where noxious weeds
could become established during the mining operation. Since many of the haul trucks will operate
in areas of the county that have noxious weeds, transported weed seeds that germinate in the area
will need to be sprayed.
7. Once the pit is opened up and operating the material removed will expose soils that have rapid
infiltration rates that reach into the alluvial aquifer. Will there be safeguards m place that will
prevent ground water contamination in this area?
8. How long will the pit remain functional? If this is a long term program mine the sands over a long
period of time, revegetation will be critical If possible the district would like to review your
reclamation plans.
Sincerely,
t.-le~ t~.E,.9lt~., -~K
Duke Phillips, President
Central Colorado Conservation District.
